The regulation of the alcohol industry during Prohibition had to make some allowances for the use of sacramental wine in religious practices - especially those of the Catholic or Jewish faith. Under the current rules, adults were allocated up to 10 gallons of wine for sacramental reasons each per year. To acquire the wine, congregants had to petition a licensed rabbi for their allotment. Since there was no regulatory agency in place to verify the credentials of who was a true rabbi, many people who were not of the Jewish faith quickly applied for a wine distribution license for churches and synagogues that never existed. Soon, there were any number of female, Hispanic, Black, Asian, or non-Europeans posing as rabbis. From this loophole, the wine industry, in particular Napa Valley, California, flourished during Prohibition.
